| Surrogate motherhood center. Charity | |
The analysis of population quantity and quality characteristics for the last decades has shown that Ukraine is in a deep demographic crisis characterized by depopulation (rapid reduction of population), population aging and decrease of average life, as is reported by the Health Protection Ministry.
According to calculations of UN specialists, by 2050 the population of Ukraine will be 36 million people (for comparison, in 1990 years Ukraine had 52 million, now – less than 47 million).
One of the reasons of developing the demographic crisis is a high rate of infertility – each fifth-sixth married couple is infertile. But it is the infertility problem that is now highly correctable, in contrast to other demographic crisis components, that is due to achievements of reproductive medicine.
The only limitation in solution of infertility problem in Ukraine consists in a high cost of supporting reproductive technologies which, as to estimates of specialists, are affordable for only 3 to 4% of those who need them The quality of services of Ukrainian reproductive medicine clinics is in no case brake for increase of the birth rate since it meets the highest international standards.
In the USA, depending upon state, the medical insurance covers infertility treatment partially or in full (though here exist exceptions – in some states the insurance covers more simple infertility treatment methods but not artificial fertilization).
In Israel the Government pays in full the cost of artificial fertilization cycle for married couples, including lesbian ones, and single women. For women younger than 45, the quantity of the programs is not limited, and they are funded till the patient has two children.
Italy has numerous governmental and private artificial fertilization centers (57 reproduction clinics work only in Rome). In the majority of provinces the treatment is paid by the Government.
As for Ukraine, the State financing of supporting reproductive technologies first introduced in 2002-2007 covers only 400-600 attempts per year (and this is for the whole country), but in this case, the surrogate motherhood program allows only relatives of infertile woman to be used as surrogate mothers (it is artificial fertilization that is financed but not surrogate mother).
Prof. F.M. Dakhno, Director of Kiev Institute of Reproductive Technologies said with disappointment in one of his interviews that in our country all the treatment programs were released from VAT, except for treatment of alcoholism, venereal diseases and … infertility!
Due to the fact that people just cannot pay the treatment of infertility with the use of supporting reproductive technologies, only 1500-1700 cycles are really carried out each year when actual demand of married couples is 38000 to 40000 cycles per year.
We just cannot be indifferent in such a situation, and it makes us to start a charitable program which, no doubt, will be supported by many people.
The management of the Center’s surrogate motherhood charitable programs is imposed on the Center’s Director. The control of their implementation is imposed on the Auditing Commission of the Center surrogate motherhood.
